Yes, they have outsourced a ton of their services over the years (just like every other global corp).
The new merged company is around 150k employees.

There was almost no question it was going to be tech or biotech if it was something of historic magnitude. There is no way it would be manufacturing, at least not in NOLA.

Details about the services the company will be providing out of its New Orleans-based facility were not available. A corporate spokesman for DXC referred all comment to officials in Louisiana. Officials with the governor’s office and Louisiana Economic Development declined to comment.
But in an earnings call to investors on Nov. 7, DXC chairman president and CEO John Michael Lawrie suggested the company would be opening new facilities in U.S markets where labor costs are lower.
Lawrie told investors the company was “rethinking how you bring people in … and it’s about a whole different approach to where we set up our locations. I’ve said before we are looking at creating some lower-cost facilities in the United States and moving some of our workload there.”
Edwards’ office has described the pending announcement as “one of the most significant economic development” projects in the state’s history.
The announcement is scheduled for 2 p.m. outside the Mercedes Benz Superdome in New Orleans. Follow Daily Report for more details.

The fact still remains that Ingalls sold the Avondale shipyard....something is going to happen out there....someone isnt just going to buy a place like that and sit on it for long

They are an IT outsourcing firm. Think call centers/help desk/app development/ software implementation.

There isnt enough demand for American shipbuilding to justify any substantial projects at Avondale

That's a bit of an oversell. This is primarily an outsourcing company that will likely bring in foreign employees and move on when the tax credits expire.

It's an interesting choice, whoever it is. The two reasons why big companies never locate to NOLA are crime and the lack of good affordable schools. The school situation has improved some, with charters and whatnot. Crime is still a problem. Also, affordable housing is becoming a more recent issue.
I wonder if the facility will be in the CBD. The CBD has come a long way in the last 10 years. It would be huge for downtown. 2,000 is a lot of people though; not sure there is an existing building with that much available space in the CBD. Unless they are bringing the Plaza Tower out of retirement.
