Cities are political subdivisions of the state. If JBE wanted to, he can dissolve the mayor's executive order.
My guess is JBE will frame it, "these new rules apply to all areas outside Orleans Parish. Orleans Parish will apply their own rules". This is simply to prevent a Dem vs Dem fight. But JBE could tell Destroya to F off if he wanted to.

He will probably let the dumb kunt keep her order in place. Jefferson Parish will follow what the gov. says.
Going to be some interesting times when Metairie goes fully open in a few weeks and Nola is still closed.

Indications to the press ahead of the press conference is that May 1 still good for starting Phase 1. What exactly is included in Phase 1 is the big question.

Tennessee's governor allowed any county with their own health department to make their own call on opening up or extending stay at home orders. It was all at the county level, not city, although Orleans is all consolidated anyway, right?

What I posted was confirmed by one of the Loyola Law professors, on WWL radio, about a week and a half ago.
Maybe the person heard it backwards.

not much is going to change...bars will still be closed...restaurants will be very limited.

Orleans is consolidated, that is correct.
My guess is JBE doesn't want a piecemeal approach, but he's probably not going to fight Destroya, either. Most of the surrounding parishes are pretty conservative and certainly won't be wanting more restrictions than what JBE is suggesting.
