Exactly, but doesn’t say it has to be on 05/01/20. Phase 1 isn’t a specific date but rather a strategy. JBE will announce we will be moving into phase 1 over the next two weeks, which is why the stay at home order will be revised but extended until 05/15/20.

I’m honestly not trying to get political, but if you look at surrounding states the ones run by democrats seem to be slow playing things while ones run by republicans seem to be pushing toward normalcy more quickly. I think, as I’ve posted before, that JBE will attempt to claim both: He’ll call it ‘phase one’ but it’ll be a super soft opening with extraordinary restrictions in place (so he can say he’s following guidance to re-open, at least technically), but it’ll be so strict that it still feels like ‘phase zero’ and he can claim that he’s been ‘deliberate’ in his approach like his fellow Dem governors when the inevitable mini-spikes come, and can keep his liberal bonafides intact for when he pursues further national attention.

if I'm not coughing nor sneezing, and I don't talk to anyone at the store, the mask serves literally 0 value to anyone other than feel good compliance

Phase 1 is a specific set of guidelines which add up being less restrictive than a "stay at home" order.
It wouldn't make sense to extend the order and say you're in phase 1.

all less restrictive than the SAH order (other than possibly mandatory masks, which is retarded)
at this point, I'll take any loosening of restrictions as a win
but I also realize nothing can be viewed as good news on the OT
