The top of it looks like it could be a cooling mat for a laptop has numerous holes in the top.

Possible IED found on a barge in NOLA. Part of the river is shutting down.
Edit: Just got told this is confirmed by coast guard and LSP. Dog sniffed it out, fortunately a false alarm. Dog kept signaling inside a life jacket locker
