I'm saying he never got out to unfurl it.
Would draw a lot of attention to yourself with an ISIS flag, even in NOLA. And then stopping before hitting Bourbon to unfurl it would really draw attention.

Based on pictures and reports, happened on Bourbon Street from Iberville and ended just short of Canal
