They've been under consent decree from the EPA for years to make improvements to their sewer system but apparently don't have the money to do it. IIRC the treatment plant is woefully undersized and needs to be replaced.

Nature.
In the OP it they said the overflow came during rainfall. You can assume that it was extremely diluted. The sewerage will naturally degrade and if the biological and chemical oxygen demands are sufficiently low enough it won't have an impact on biological systems in the river.
The thing that is a concern is if commercial or industrial outlets are discharging toxic chemicals(like heavy metals and organic chemicals into the sewer system that the wastewater treatment plant allows them to discharge into the system. Municipalities usually permit these commercial and industrial facilities and if they cannot meet the permit requirements they have to treat their own waste.
But just normal sewerage will simply biodegrade. You just have to hope that it is not concentrated enough to cause a fish kill through eutrophication.
With that said Jackson needs to get their shite fixed.
