I honestly like the idea of a ~10% forced layoff at the bottom each year if you can effectively recruit new candidates to take their spots.
It is tough to narrow down that 10% though if you aren't measured by very measureable metrics like total sales, etc.
Basically, you'd have to get each manager to nominate 10% of their groups to be laid off I guess and trust their opinions.
