Is OweO really an OT legend?

I noticed in his bio that he has the title of OT Legend. How was this achieved? I assume you can't just write anything in there, it must have some sort of approval by the forum.
Did he gain the title by posting 75,000 times?
Did he win some type of annual award?
If the title were self proclaimed - would he read this thread with this expression?
