Sometimes people do more harm by trying to do the right thing, that is true. But I would argue that most of the time "moral busybody" people don't have good intentions, they have either "look at how good I am narcissist intentions," or just intentions of gaining and executing power over others. Overall having good intentions is a great thing, and it shouldn't be criticized, bc the alternative is of course way worse.

It’s the believing that your good intentions trump the liberty of others.
Yeah.
Also
I gave you a ring and I promised you things
I always thought we'd do
But my best-laid plan slipped right through my hands
To show my love for you
And if you could read my heart
Then you'd know without exception
It was all with the best of intentions

The second meaning, as mentioned, above, is that good intentions, in and of themselves, aren't what matters; it's the consequences of the actions that matter. Or, beware unintended consequences! Anyway, that's my take.

I am a college educated millennial.
This phrase has different levels of meaning. I will attempt to explain the esoteric meaning here...
In this life, our actions are judged not by our own perceptions of right and wrong (good and evil), but by God's laws. Say for example you help someone that is suffering by enabling their suffering further. In that case, you actually gain negative karma by aiding another's suffering. But your intentions were good. Regardless, you will answer for those actions in this life or the next according to physics and universal truth.
This will not make sense to the profane.

it's a stupid quote bc it insinuates that having bad intentions is better
I disagree. I think it's simply a warning that often times there are unintended consequences

Examples would be world leaders starting wars... a war being just only ever applies to one side.. a good intention is only as good as the outcome...

I thought it meant that folks often intend to do good, resolve to do good, but fail to do good. For example, I have surplus money and I intend to become very charitable. But on the way I decide to spend more and more on a lavish lifestyle. One day I will appear before my Maker and try to excuse myself by saying, “I really intended to give it away to the poor.” And He’ll say…

I think it applies a lot to women and bleeding heart type liberals. It’s better for people to earn things on their own for many reasons. You appreciate it more and value it. Women and liberals want to give things to people that don’t earn it. Take from one who worked hard for it and redistribute it to others. They want equality of outcome in an unequal world.

I've always interpreted this as meaning that you intended to do things, but never follow through.
"I meant to get my engine checked before the road trip. Now I am sitting on the side of the road."

yeah, Jesus told us to love thy neighbors, unless they were women or liberals.

this is incorrect. if you never follow through, no roads would be paved. it means you do something you think will be good, but it ends up being a net negative happening because of your action.
