Is It Socially Acceptable To Try To Make Friends With Someone On Social Media?

Before you give a smartass answer, this is what I mean. Let's say someone comes across a person on... Let's say twitter and they interact or with each other or whatever and that person sees they share the same interest with each other, etc. Is it okay for that person to say to themselves "that person seems cool, we share shite in common, I want to be their friend" so that person then sends the person a message and tries to form a friendship with them?

Sure. I was gonna go fishing with The Ocean. Ended up not going but I'm sure it would have been fun. Ocean, hit me up. The snook are everywhere.

I've made quite a few IRL friends off here. They meet you for a beer at a bar or at a tailgate, you make sure they're not a weirdo.
Not all that much different that striking up a conversation with a random person anywhere else.
If they won't meet you in person, Huge red flag.
