Is it normal for volunteers to get paid (BR community program related)?

Seems like every local program that gets started, the "volunteers" get some some kind of compensation. Isn't that the opposite of "volunteering"? I've even seen calls for NBR Economic Redevelopment "volunteers" to be compensated.

I agree that’s not volunteering, it’s a job. Not such a bad thing either.
