Is it a dick move to fill your lot/ building pad much higher than neighbors house?

Larger lots/homesites it's not really an issue, but what about in tight areas with small lots? (like Old Metry or Lakeview areas in NOLA).

Not if you put in a chain wall.

No.
Make it the way you want it.

No but there are laws that don’t allow you to impede existing drainage flows.

Ascension believes a 3’ pad causes 2016 type flooding so they limit them at 2.99’ high. At 2.99’ high, they dry up the rain before it falls by somehow taking up less footprint.

Dick move? Maybe.
But if the parish signs off on the plans and your builder follows said approved plans then you’re good.

My house was the last built on the street. Higher than the 3 adjacent lots by 6". Every time it rains, my yard is high and dry.

It may be a dick move but it is the right move. Here in Florida there is a very clear law that you cannot change the flow of water based on something that you build that would change the flow of water from your neighbors property.

The parish has to sign off on how high you can build. You can’t just build at any height you want

i take it he meant several feet higher, not 6". 6" is negligible.

Had the "high" house and the low house
High is better
High is better

You think "the parish" is even looking at that? Even if they do, they're comparing it to decades old drainage maps.

A lot of the new builds in Old Metairie have built chain walls around the property. It causes drainage issues of the adjacent properties were relying on swales along the property lines to drain.
Have seen several properties where this is now forcing owners to put in drainage systems

Plan reviewers absolutely look at elevations.

If your land causes your neighbors land to have drainage/flood issues that it didn’t have before, then yes.

It's a smart move. No guilt here.
You may also be required to raise it higher given the new re-calibrated Flood Zones.
