Grew up going to Houston with family there & eventually had business/customers there which makes me visit as well.
Then, over the past 5 years, have been going to ATL at least 15-20 times per year.
That being said, ATL by a mile. Many more things to do nature wise & better climate.
Pretty much 4 seasons opposed to long summers and quick winters.
Nature, you’ve got Stone/Kennesaw Mountains to hike & bike, lakes for boating & Blue Ridge Mountains 1.5 hours away.
I also believe it has a much more diverse economy than Houston which is mostly oil driven with a medical field that has grown as well.
To me, I would take ATL 1st

I used to hate spending time in Houston, but my last few trips have changed my mind.
My last couple of business trips have been split between The Woodlands/Spring area and Katy/energy corridor. The Highway 99 parkway is a godsend. Those two areas are not close, but it was a breeze to commute between the two.
I also recently attended attended a wedding in Houston, and spent all my time in and around the Museum District and Rice. I’ve been to the area before, but spending a long weekend confined to only that area really made me appreciate it more.

Sports teams are a wash but Htown does have a better soccer angle.
Restaurant scene for Htown blows Atl out of the water. Big time.
Two airports vs one.
Fishing the gulf is 45min away from Htown. I love Savannah, but the Atlantic is a haul.
As far as industry, there’s a reason more people are gravitating to Htown than Atl…….

Houston, Dallas, and Atlanta are all similar in the big picture. All in the major 11 US cities (odd number but that’s how many we have), not appealing to tourists from more than 3-4 hours out. Good job markets, sprawled out, not unique in terms of amenities or architecture, lower crime than the most egregious US cities (Baltimore, St. Louis, New Orleans).
