The problem lies in the fact that when you use bubbles to reduce drag you loose "grip" in the water for steering with conventional rudders. These torpedoes use retractable fins that deploy during turning and retract when the torpedo is on the correct course. Properly deployed they could be deadly. The question is how much of Iran's declarations are bluster and how much is real.

I mean, it's all bluster, with regards to its naval capabilities. The Iranians are good some things, but mainly it is using proxies to do its fighting for them.
