They are not alone. My colleagues from India and Germany have much stronger opinions on China than I do.
And my opinion on China is basically "frick China".
That said, Iran probably shouldn't refer to any country as a joke.

One day they had 55 cases and said that 54 of those were brought in by foreigners and used that to justify their previous decisions of kicking everyone out of the country

A lot of world leaders are quietly turning on China.
And there's no way that they allow a more permanent WHO involvement because it would expose just how bad it actually is in China right now.
They do not have it under control.
