Wanting to add a cool model train to our Christmas village setup but don’t know jack shite about them.
Trying to not spend a ton, at least in one shot so thinking about getting the loco, tender, tracks first and the other cars later.
Any input on scale, how power works/what to get, or anything else?

Go to page 2 HERE...you will see pics of my layout.
I know a good bit about O-Gauge trains (and others for that matter).
My advice would be either a Lionel or MTH Standard Gauge (a little bit larger than O Gauge), or O-Gauge...anything else will be too small.
Lionel and MTH make complete sets that are ready to run in both Gauges (track, power, and train).

I like the recommendation of LGB, as it is a large and reliable train. But, if you want to use Department 56 or Lemax buildings, you would probably want an O gauge train (a smaller size that fits with Department 56 and Lemax buildings). The right sets in this size are still very durable.
A lot of people have Xmas train layouts who otherwise have no interest in model trains.
Here are some Christmas layouts (not mine):
You will be better off buying a set than buying the locomotive/tender and tracks separately.
The three rail O gauge trains are mostly AC powered.
What is your budget?
I like the 1900 to 1944 stuff, like this on a shelf in my office. The big ones are "standard gauge", which is about the size of the LGB trains. The smaller ones are O gauge.

If you could afford the Carette, might as well jump up to $25k and get this 1936 Girard set:
