Elon Musk and Vivek Ramaswamy hate work from home. Another reason I think they are assholes.
Musk requires employees at SpaceX and Tesla to work in person and has described it as a moral issue.
“People should get off the goddamn moral high horse with the work-from-home bullshite,” he said in 2023.
They want to ban it for all federal employees.

So your company is over staffed and needs to lay off 20% of workforce, so you put this rule in during the holiday season so people will get pissed off and quit, saving the company y severance money
