Other units in the company should be irrelevant, as some jobs (like mine) can easily be done from home while others do require more in-person time. And I can guarantee that any clients who are going on a committee like that are likely not representative of the general population of clients that I work with.
I think part of it has to be that they don't like offices sitting empty. Are a lot of people in your office grumbling about it? I heard when they tried to do something similar to another unit in the company, people threw such a fit that they eventually decided not to go ahead with it.

I guess because I've always worked for small companies its extremely obvious when someone is not productive.
Do these people you speak of not have emails to answers, tasks to complete, projects, deadlines?

With all due respect, anyone that doesn't understand how "other units in the company" moral is valued are simply not in charge of enough people to be making a decision.
Total company morale absolutely matters. Its one thing if you are in IT or outside sales or another position rarely visible to the daily operating crews. But the ones that are visible and are never seen, absolutely have a significant impact on the people that are the boots on the ground.
Companies have to be able to look at the entirety of the company and make decisions for each department.

I’m in Labor Relations and have been fully remote since 2020. I’ll never go back to an office. It’s completely pointless

Well, my morale is weakened when I see those same people who are in the office more often making significantly higher salaries when doing less important work.
And the company certainly wasn't worried about my morale when instead of a bonus, I got some lame, fairly useless household item instead.

Typically not leaders, textbook back of the house employee.
I've had the opportunity to work closely with some IT guys and they always get drug into mundane tasks like helping Suzy plug up her Iphone, which is a waste of a true IT professionals time.
In my experience these guys/gals are focused and task driven but get pulled from tasks often when in the office.
If you are a manager of any type you should be in the office and want to be in the office. You cannot lead from your house, just my opinion.
