Let everyone else do what they want. Simple.

Not going to work, nobody in the medical community will want to expound publicly on risk any more than minimum clinical definition.

The 32yr old male with a BMI of 30, the 41 year old with a blood pressure of 122/80, and the 24 year old diabetic with an A1C of 6.9 are all going to be "at risk" per that definition - despite not having a risk profile all that much higher than the general population (as it pertains to COVID risk causing that individual's death in 2020).

But, by the time you add all of those people back together you end up right back at 1/2 the adult population still being locked up either directly, or by extension - when you get that many people most of them are going to be close contacts with the "free" people.

Not to mention politically, look at any local legislature - 80% of them would be squarely in that "at risk" group.
