I must be missing something cause the highest rainfall total I see is 1.74 inches which isnt very extreme at all. You get caught under an afternoon thunderstorm in South Louisiana and youll get that.

That is nothing! That's any afternoon in Baton Rouge. 4-5 inches in an hour the other day on I-12.
