If you had a $10 billion budget, what road projects would you do in Louisiana?

I got this idea from the Government Street thread. What major projects would you like to see built to improve Louisiana if you had a budget of about $10-15 billion?

Some of the things I'd do around south Louisiana:

Widen I-10 to 6 lanes between Lake Charles the Mississippi River in Baton Rouge. Add lighting at every interchange to increase safety. Crossing the basin will be expensive but worth it. Should dovetail well with the I-10 widening in Baton Rouge already underway.

Rebuild and replace the Lake Charles I-10 bridge. Make it lower and wider to handle additional traffic, and widen I-10 on both sides accordingly.

Add an additional lane to I-10 between Prairieville and Gonzales.

Widen I-12 to 6 lanes between Slidell and Livingston.

Finish turning US90 into a 4 lane interstate between I-10 and New Orleans.

Major upgrade to LA30 between Gonzales and LSU. It should at least be a 4 lane highway with generous shoulders, lighting, right and left hand turn lanes, a wide enough median to support U-turns for big trucks, and a steady 55 mph limit with minimal traffic lights.

Extend 3127 from Donaldsonville north all the way to LA 10 near the Audubon Bridge. The section between the new bridge in Plaquemine and US-190 in WBR should be a freeway.
 
Build a new 6 lane tolled freeway bridge somewhere around Plaquemine, with approaches tying into LA30 on the east side and the new LA3127 extension on the west side around Plaquemine.

Widen I-20 for the 5-6 miles through the Ruston area.

New 2 or 4 lane bridges crossing the Amite River at Hooper Road and Harrell's Ferry.

Make Airline Highway north of I-12 in Baton Rouge into a tolled freeway with feeder roads to serve the local businesses (and for traffic that doesn't want to pay tolls). It's not cheap, but it will serve as a northern loop.

Make the Evangeline Thruway an elevated roadway straight over all those decrepit "houses".

Totally redo the clover on ramps and exits at 1-49 and I-10. All are death traps.

Make the basin bridge 6 lanes wider and have a route to by pass Baton Rouge (new river crossing).

Give Texas the rest to finish that stretch of I-10 past the LA state line.

Maine $10 billion isn't enough. To build a new Mississippi River Bridge will cost almost $4 billion. Next month the price goes up, again .

I don’t live anywhere near Baton Rouge and I’d build you SOBs a new “new” bridge or loop.

No amount of funding will change the driving habits of the retards that live here. Make it 55 lanes and some jackass will find a way to block 54 of them.

I10 and i12 need to be 6 lanes their entire length through the state

Hwy 90 needs to be upgraded to interstate from laffy to nola to take some traffic load out of BR

$10 billion just might fix the streets in Lakeview. It would be close though.
