I'm sorry, but who is going to invade us by sea? We'd see them coming for months due to satellites. There is no way any country can mount an offensive attack on the US.
Keep it where it is, but if I had to choose an alternative, let's go with Nashville.

Some island in the Mississippi River just north of the Arkansas/Missouri border. And if there isn't and island there, make one, but no larger than 10 square miles.

I'd list every state capital whose metro contains between 500,000 people and 2,000,000 people, then start moving some of these departments that don't need to be in DC to those locations.
