Hands down, New Orleans. Everything is within walking distance to the superdome, french quarter, etc. The Superdome has hosted national championships, final fours, super bowls, wrestlemania... it's the best tourist city in the country, I have no doubt the superdome could handle a capitol too....

Size, Infrastructure and Strategy - the realistic answer would be Denver.
Mountains make any invasion difficult and you build bunkers in the mountains to stay safer from bombing.

Yep. If we were to magically re-draw the political infrastructure map for the United States today, Denver is the best choice.
It also has the additional perk of perhaps orienting us economically and politically a little more towards the Pacific.
