If Someone Took A Picture Of You And Sent It To Someone They Know

My mom called me earlier to tell me some bullshite about how she was at the mall this weekend and someone who she doesn't really know.. She knows of them, they know of her.. I guess.. Took a picture of her when they saw her at the mall and sent it to her husband's (not my dad) daughter's husband (her husband's son-in-law).
She asked me if I thought that was strange or was it normal for people to do this. I don't her I didn't really know, because she is hard to get off the phone with so I didn't feel like getting into details, but that seems like something a snitch bitch would do.
It's one thing to text someone and say "hey I saw such and such today", but to take a picture of them and then send it to someone like "look, I just saw them at......" that does seem kind of odd.
Thoughts?

Yes, unless you're a celebrity, it's shitty for someone to take your pic and pass it around.

I've taken pictures of people before, and sent the picture to someone they know (a common friend between us), in order to get the picture back to the person.

People are strange..I knew a woman that would drive around and pass friend's houses to see if they were home or who had friends over. She was very insecure and I guess she was checking if she was invited or not. If that wasn't weird enough she would confront people as to why she wasn't invited. She thought nothing of it.. She actually asked me if I was sick over the weekend because I hadn't left my house.
