The Dome was built by visionaries at a time when LA actually did good things... and it was built in a way that allowed for it to redevelop over the decades.
The Arena was built on the cheap and it a mess right now, and I'm not sure there is any way to save it. A new arena is probably the only option at this point.

place a small tax on hotel, motel stays for 20 years and build a new arena for the Pelicans and concerts.

If ever built, the "super duper dome" should be built in the same place as the existing!

The old Navy building is a great spot if you ignore all the logistics to get it there.
