Remember we fought the Revolutionary War over a tax on a breakfast drink (and not even coffee)
a variety of household goods were taxed.
the issue was not that it was a tax on a breakfast drink or the variety of objects subject to tax, but that no one in the colonies was permitted to speak or vote in Parliament.

So, just like present times in the US. Only, we elect our "representation" who then turn around and sell their souls to the highest bidder. We need another revolution, like now.

what about a drunk guy in a wheelchair?
The crime of operating a vehicle while intoxicated is the operating of any motor vehicle, aircraft, watercraft, vessel, or other means of conveyance when any of the following conditions exist:
Don't for a second think those corrupt fricks didn't write that law to be as broad as possible once they realized how much money it could bring in.

You can't get a DUI on a horse in Louisiana.

Several years ago I read about a high school coach that got a DUI in Arkansas on his riding mower because he made contact with a vehicle while mowing close to the road.
(This wasn't an internet thing. It was an article in a real newspaper.)

After watching cajuns too drunk to stand up at Mardi gras in mamou climb onto horses, ride, then stand up in the saddles and start dancing while drinking, I don't think WE can get a DUI on a horse, but I'm not sure about the other 49 states.

I dont think you can get a DWI while riding livestock in LA. I know of an old guy in my neighborhood that rides a horse up to the corner store so he can brown bag it around town.
RS 14:98 doesnt mention anything about livestock but as TigerstauckinMS mentioned they wrote it purposefully broad so THEY can interpret it to mean whatever the frick they want, with this little gem..."or other means of conveyance". It could certainly be argued that being charged with DUI while on a horse is not congruent with the spirit of the law as written since its titled, "Operating a vehicle while intoxicated". This is one where you go to Black's Law and I havent read the definition but it probably doesnt define a horse as a "vehicle".

Our government hasn't truly represented the people in my lifetime.

if it is something that a human can steer, propel, operate, then you can get a DUI on it

What happens if the horse is drunk?

Can't get a DUI on a horse because the horse has its own sense of direction. This is fact

used to work with the EAP at my company, and I realize there are differences from state to state, but we represented people from all states, and had case info. from all over the U.S., and the DUI stories can get pretty bizaar, in most places you can get charged with DUI on just about anything, don't even have to be observed operating it, just appear to the cop that you had recently been operating it

YES, they can, if on a street!

I don't know how reliable this is...nor do I care. But here you go.
Some states include riding an animal, such as riding on horseback, while intoxicated in their DUI laws; however, many have overlooked this possibility. As an example, Michigan is quite specific and prohibits bicycling, horseback riding, buggy driving, using motorized farm machinery/equipment or boating while under the influence of alcohol. Some state laws, such as those in Kentucky, include non-motorized vehicles in their DUI statutes. Horses are naturally included in this category. By comparison, in the state of Colorado, riding horses while under the influence is only a traffic violation.

there was a guy in Shreveport a few years back that was fishing in his boat on the Red River, he set out some lines, had a few cold ones and dozed off in his boat, while at anchor, someone saw him in the dozed off in the boat and called the coppers, he got charged with BUI, didn't follow up to see if he was convicted or not
