I you have your heart set on a new Toyota than online sources like Truecar and Edmunds can help you estimate a realistic price. So many factors go into what you might pay it's too big to tackle an a reply.
Is if your daughter's first car? If that's the case no way I would buy brand new for a car that she won't keep long term and will probably ding up within the first month of owning. If you are sending her off to college or something and want to buy her something for the long haul then new might make more sense.

I might buy my kid a brand new one, but it’d be stripped down base model. Is $24280 the price for the cheapest new Toyota now?

It sounds like he's looking at a RAV4. Dunno.

Dude she’s only 16
It’s a CH-R. Lowest he would go was 22489

Why would you throw so much money away on a brand new car? You can get a 2 or 3 year old Camry with a warranty for just under half of that? Just curious as to your rationale.

Brand new Toyota for my daughter (sorry no pics)
Not even a pic of the car? That’s a little over-protective don’t you think?

This is the car she wants, and she deserves it. Graduating early this spring with a 4.3+ GPA and already accepted a full-ride to LSU. What I’m saving on tuition I can spend on a nice new vehicle.
Her boyfriend scored a 35 on the ACT and is going to Colgate to major in physics

Bought my daughter a used Tercel when she entered 12 grade. The local dealership had a incentive to sell something like 40-50 cars that month. This sale would have made the quota , and got it on the cheap. I think it had 50.,000 or so miles on it. Never forget the smile on her face when I brought it home. Buy used and save. She drove it for a couple of years and called and asked me if she could trade it in for a newer used car. I said its yours do what you want, but you have to pay for the new car.

Many from Louisiana go to Houston to buy a car.

Fair enough, but from the title of this thread you seem concerned about the money part. Just curious.

It's the wrong time of year to buy a new car, but look up the invoice price for that vehicle and send out a form email to multiple dealerships in the south (don't forget Houston) telling them what you're doing and let them know you'll pay invoice price to the first dealer that says yes. If you can wait a little bit, there will come a quarter where one of the dealerships needs to hit a sales mark for a bonus and they'll gladly sell you the car.
And yes, I've done it before.
