Depends entirely on circumstances. Are you or the seller more motivated (do you need a car right now or do they have a lot of surplus inventory)? What incentives from the manufacturer are going on? Are they near a sales threshold that would give them an unusual financial incentive to give you a better deal?
Other obvious things like local taxes that apply will come up. I think there ought to be a lot of suspicion about the document fees lots of people will try to add on as standard. It just doesn't cost them a lot of money for registration etc.

Toyota used to hate to deal.
My sister a few years back purchased 2 toyotas and 4 audis from the same dealer, same location, all at the same time. Got deals on the Audis the refused to deal on the yotas

You could pay 40-50% less for a 2 year old base model Camry. Buying new in this instance is throwing money away, especially if you're quibbling about price.
