Been a few years since I've done the warehouse district. But, "IF" OP didn't exit until the Tchoup/S. Peters exit and didn't look left the entire time; there is a possibility he could have missed them. And if he never went past Barcadia (if it's still there) and only did the tunnel to Harrah's it's possible they didn't see any.

Other possibility, is they were so shite faced walking around, they just assumed the homeless on the side of the street were other drunks

I was in NO this weekend too. I did get caught in some traffic of lovely young gentlemen taking over the road to show off their abilities to do wheelies on motorbikes and donuts in cars. I am sure these vehicle were not registered or insured due to the racist construct of laws. City really needs to do more to nurture and encourage the youth’s talents. Our lack of support of these motor enthusiasts is why they must resort to taking over out roads. This is our fault.
