I thought traffic cameras could not be used in Texas to issue tickets

I received a ticket in the mail from a city in Texas that shows my vehicle did not come to a complete stop when making a right on red. There is a video link with a shot of the vehicle turning and it doesn't appear to be a complete stop. Also a couple of pictures showing the back of the vehicle and my tag. When I am the driver of my vehicle I usually drive 10 mph under the speed limit, so it's pretty frustrating to have some camera automatically mail a ticket. Can a ticket be issued when there is no evidence of who committed the violation? There is no photo or video of the driver. I thought the use of cameras in Texas for this was determined to not be enforceable a few years ago.

There's traffic cameras everywhere here. Not sure where you go your info.

They still use them. But everyone I've seen has big arse signs telling you.

They have been outlawed by the state, but each city is allowed to use them for the life of their contracts. The city I work for signed a 10 year contract just before the law took effect.

Most municipalities structure these as a civil penalty against the owner of the vehicle, not the driver. It's a penalty for allowing your vehicle to be driven in a hazardous manner in the streets. The only time you can avoid liability is if you can prove the vehicle was not being operated with express or implied consent.... meaning it was stolen.

And to add to your post, you are only Constitutionally guaranteed the right to face your accuser in criminal matters, not civil.
