Other than the fact that the vast majority of masks being worn don't do crap because people don't know how to size them, fit them, or wear them.

When it comes to personal gatherings, sure.
But schools won't re-open. She can shut down city hall. The courts will follow along. And any business which has a license, she can harass them enough to where they probably will close up or go back to what they did in Phase 1 / lock down.
It will have a huge impact. And don't forget, the meter maids aren't too busy right now, she can always convert them to code enforcement and send them out to rat on people.
