Is it just your two units in the building or is there others connected as well? If you're only one of several people that COULD'VE called she won't retaliate, honestly she probably wouldn't either way.
I'd 1000% let the property manager know either way. Call the cops if it gets too bad, they'll handle it too. People call them all the time when neighbors' dogs are going apeshit to the point that it disturbs the peace, it's not uncommon at all; there's probably even something about it in your rental agreement as far as the pets that are allowed.
Don't feel like a POS for wanting your peace and quiet, especially when you have a kid. You're paying good money to live there, I wouldn't feel guilty about it in the least if it were me. Just frame it as the dog barking incessantly - leave out the suspicions.
