Yep. I'm having similar issues with a neighbor (in a single-family residential) that evidently breeds pit bulls pretty frequently. The POS leaves the litter outside and they bark their fricking heads off for hours on end. So I'm about to take action. In researching the process, I happened upon an old thread on the OT that provided all the details.
