Grocery stores already operate on insanely low margins. IIRC it's something like 2% per year. It's a tough business and they certainly can't afford shrinkage.

When I worked at a grocery store in high school, I never turned in anyone I saw shoplifting. I couldn't have cared less. We had a security guard for that, but he was usually too busy flirting with the high school girl cashiers. The only people he ever busted were employees.

Saw the same thing at Albertson's recently when a huge thug- type walked behind an unoccupied counter & grabbed several bottles of premium liquor, stuffed them under his thigh -length jersey & walked out the door. A small female clerk ran up to him, telling him to stop and he never broke stride out the door. Talked to a mgr afterwards and he said store policy is for no employee to touch / grab a shoplifter. The store's focus is to try and keep the goods in the store but most never stop. Same policy at Victoria's Secret stores. WalMart is one of the few aggressive stores that handle shoplifters the way they should, arrest their arse.

Buddy of mine is in Loss Prevention for a big box store.
In the parking lot, it took him getting stabbed before he realized it is just stuff, and not even his stuff.
