So much about the OP doesn't make sense..
1. Where is the food and alcohol so cheap?
2. Did they eat at the bar? or at a table?
3. How did they pay?
4. How much was the bill?
If the bill was 28, did he give her actual change?
If the bill was 28 and change, he was counting out ones (like a 20, a five and four ones)?
If he paid with a card, did he write in a 68 cent tip?
