I wonder who decided that? Why is ok to eat water meat but not land meat on 1 day of the week during Lent? Is that supposed represent sacrifice?

A shrimp poboy or a fried catfish platter would typically be an upgrade from what I normally eat on Friday and I'm not Catholic
