12z models didn't really clear anything up but 94L probably is the area to watch. Models will continue to struggle with this setup but it looks like 94L has the best 700mb signature (research indicates that disturbed areas that are more robust at this level tend to have better chances at development). Models will continue to jump around until the monsoon trough (green circled area) breaks down.

Good thing is the center of that path interacts with a lot of islands so it shouldn’t develop much prior to reaching the gulf
