How would you fix Baton Rouge?

Here’s the scenario:
Fantasize that Broome resigns tomorrow and you’re named mayor of the city for the rest of her term. The Metro Council remains the same. All department heads are the same when you take over.
What are the first steps you’d take to right the ship and try to save this city?

Cut spending on inadequate councils, studies, and public programs.
Correct distribution of tax monies.

Start with public hangings for littering, and theft.
Then, return public schools to local neighborhoods. When kids act disrespectfully, assign them to a work chain gangs for a week at time, until their attitude improves.

Get rid of all waste.
No 18 wheelers on the interstate between 6:30 and 8:30 am, and 3:30-6 pm weekdays.
If physically able, adults that don't work, don't eat.

I would increase police presence everywhere north of Florida Blvd.
On second thought, I would unincorporate everything north of Government.

Mine would be a 3 prong attack based heavily on infrastructure and business.
1. Invest heavily in infrastructure. This will cost a fortune but it’s the only way to return Baton Rouge to relevance.
1A.Build a new bridge crossing from Plaquemine / St. Gabriel. There is plenty of land to develop south of Siegan / Nicholson Rd area. Tax incentive large community developers to develop this area. Well paid Blue collar workers (plant baws) will populate most of the area. They will also have an easier time getting to the plants with the new bridge. Make it a toll bridge with speed passes. The plant workers will easily pay this everyday to save hours of commute. Let the bridge pay for itself while developing a nice new area. Establish 2/3 new school districts and shopping/restaurant areas and make these new developments a desirable place to live.
1B. Make the “old bridge” / Airline a Baton Rouge loop. To do this a new split will have to be built before you reach the 415/port allen area and it will split to meet up with airline and will have to be rejoined with 1-12 after passing Baton Rouge. A significant amount of road improvements would have to be made to Airline to make it a formidable “Loop” but what this does is bring lots of work to the area and makes the less desirable North Baton Rouge a pass through area or it could possibly attract business developments (gas stations / Restraunts) to possibly create some nicer areas (gentrify) the area for business purposes.
1C. This is a bit optional but widen the “new bridge” from 1 lane going to S. BR to 2 lanes. This will help traffic flow.
2. Make Downtown Baton Rouge worth a shite. Incentivize some major realtor / building managers to build multiple nice office buildings and and give corporate companies offers they cannot refuse. It will cost money in the short run but in the long run it will bring significant money to the area. This new increase in people / money will bring the apartment buildings and continued rejuvenation of housing in the government street area and possibly into North Baton Rouge. The bars are much better downtown than they use to be but with the increase in money it could really improve the bar scene.
3. Invest heavily in a “Tech Corridor” and other business ventures that could keep some newly grad students local instead of letting them leave so easily. If BR doesn’t make a better effort to keep new grads local the “brain drain” will continue and Texas will continue to benefit from it. Could possible make a techy / startup area south of Lee and Nicholson and make it “hip” to try to keep people in state. The apartment buildings and restraurants will follow.
4. (Do not know if it is possible) but feeding from #3 on my list, make a clause in TOPPS that if you do not stay in LA and work for at least 3 years after graduation then the money has to be repaid to the state. This would have to come after the new influx of jobs were established in the area. I’m all for education but LA is stupid for paying for people to get educated and other states are benefiting from their talent as soon as they graduate and move away.

I don’t know about find and fund, but TD could absolutely greatly bolster a candidate’s popularity.

OT ballers would unite to save this town and have it their way. If not from our own pockets, connections with businesses and other donors could make ends meet.
Someone has to have a pure blood BR native friend/relative who came up through the EBR public school system, made it through frat life at LSU without any damning evidence and has a solid OT 6 as a wife and two kids.
We may not be able to present this for the next election but definitely find a guy for the following.

Immediately pass an executive order that EBR will adopt any of the states recommendations on ITEP to ensure we don’t lose that huge Exxon expansion.
Invest in creating a real research park, reign braf in and get them to invest in Baton Rouge. Then I Would takle council on aging.
