I think the plan (at least on Mars) was to build places inside ancient lava tubes. Basically build a "dome" over the mouth of the tube and use machines to start making oxygen there so you can live without a space suit.
I also think that is why Elon has the Boring company. To build underground to escape these particles and the radiation that comes from neither the moon or mars having much of an atmosphere.

We will be fine on the moon. When any problems arrise, we' ll just get those 3 genius black lady mathematicians to work on any calculations that are needed to solve the problem. After all, we would not have a Space Program without them.
