Why not just silence the ringer? Follow up with a text?
ETA - let's say I am watching a movie, and my phone rings. I will hit ignore. If I try texting you back I might get my arse shot.

I'm pretty sure all it takes is one hit of the ignore button and they are sent straight to voicemail.

(B). Silence the call, let it ring through, and call back later.

Your phone better be on silent in that movie theater!

Honestly, the last time I went to a theater to watch a movie was 2006. It was The Aristocrats (the documentary, not the disney movie).
The last movie I saw before that was 2002 (I saw Lord of the Rings Two Towers, and Star Wars Attack of the Clones). 2002 was a big year for my movie-going.

If I'm too busy to take a call, then I'm too busy. It's just as rude to be in the middle of a conversation with someone and send a quick text in response to an ignored call as it to interrupt your conversation with a phone call. If it's urgent, they'll either leave a voice mail or send a text and I'll get back with them when I can.
BTW: I hate the fact that having a cell phone means people think I have to be available to them 24/7. Sometimes I don't want to talk on the phone or text or e-mail or be otherwise interrupted.

There are other options than just ignoring the call or answering it and acting like a dick.
Someone answering the phone to let me know they don't have time to talk on the phone is a major pet peeve of mine.

This. I'll call back when I'm ready. Just because someone calls me, doesn't mean I'm going to drop everything I'm doing to make time to speak. If I'm not doing anything or talking to someone, I pick up.

My phone is on vibrate/silent 99% of the time. I only answer if my wife calls, and only when I happen to notice.
Everyone else goes to voicemail.

My phone is PIMP. when I hit ignore, a screen with auto responses pops up. after I chose one like "in a meeting" or "call you in 5 minutes" and it texts that to the number.
problem solved....btw, HTC One

Hit the button that sends out a text message saying I'm busy and will call back later.

I usually let the call ring through, but if I'm on the phone, I ignore it. I don't like it beeping while I'm on the phone.

I hit the volume button (iPhone) so people don't know I'm ignoring them.
