Unless you're in commuting distance of a metro or a few other exceptional cases, sadly you can't 'save' anything.
The economic carrying capacity of these places has dwindled to almost nothing since the 1950's. As the older generations die out and their educated descendants move away, all that's left are little welfare dystopias clustered around Dollar Generals, drugs, and crumbling infrastructure.
Places with historical/cultural charm or nearby outdoor recreation stand a chance through tourism at a drastically reduced size from their historical populations. Louisiana being the sportsman's paradise, that's about the only potential I see.

All you can do is hope for a quick death rather than the slow population decline until it’s stagnant and full of meth heads.
But if you wanted to get creative, maybe an intervention reboot filmed in one little meth shite hole. Might get a mini tourism boom like funroe got for 5 minutes after the duck baws. Those dudes probably bought Monroe a couple more years.

I think with the workplace changing to more remote work, smalls towns can capitalize on it.
Upfront investment into schools, parks, etc will attract many folks looking for that small town feel and lower COL.

This. My goal in life is pretty much to get enough experience to where I can work from home the rest of my life and just live in a small town.
