Not ever, and throughout my almost 43 years, I’ve worn briefs, boxers AND boxer briefs.
What brand do you wear? I think a better fitting brand might fix the problem. Under Armour, Saxx, New Balance, Adidas, etc. Once you find a brand, test the fabric to see your preference. I prefer poly/dri-fit material, but you may prefer cotton or modal.

Get the synthetic kind (spandex, polyester, nylon) that cling to your thighs. If those are still loose enough to shift around, page Mingo to schedule your leg days.

My wife bought me a pair of boxers years ago that were made of a silk type of material. They were comfortable until I wore them to work one day. I spent the day adjusting them and pulling them out of my butt crack. I threw them away.
I’ve never had a problem with other boxers I wear.

I do, I notice if I keep my phone in my back pocket instead of the front it helps.
Also i tried the tight briefs but they just felt uncomfortable similar to when my boxers rotate, but they felt like that all of the time instead of sometimes.

I only wear ex officio underwear and notice this as well. For me it just gets a tad off center and stays there. I chalked it up to something repetitive I do that I don't notice. The way I sit, fixing my britches, something. Or I just flat out pull em up crooked and don't notice
