I know more about Kenya than those airoplanes, I once lived in Nairobi for a while, roommate was a bush pilot, he ended up hauling freight for a Canadian outfit, and did re-current training in Arlington a long time ago.

my daughter went there a couple of years ago on a safari, while they were touring some of the villages a chief offered her guide twenty calves for her when she got home I told her it's a good thing I wasn't there, we'd be flush on beef for quite some time

It would take steps we can't discuss. Removals of people, redistribution, economic take overs.

Basically would take Stalin-type who also loved capitalism.

Let nature play it’s course then help the people left in the areas that can sustain life. Harsh but you can continue wasting resources in areas that are unsustainable for life just because someone’s tribe use to live on that land in different climate periods.

Animals have migrated there, the people need to as well.
