How to ask for car allowance

When I was promoted to manager almost 2 years ago I tried negotiating salary without any luck, I was also denied a car allowance and was told I'd just be paid mileage if I had to drive to work outside the office (which I rarely do)
We received an expense report guideline that says managers are provided an auto allowance which should apply to me as a manager.
How in the world do I go about asking for this? The head manager in the office is the one who denied me initially. Should I take this up with the payroll department or with the head manager in my office?

Stop being a twat and get what is yours. If it's supposed to be a part of your job title, tell the manager to give you the car allowance. If he has questions tell him to read the expense report guideline.
The manager probably knows that you are entitled to the car allowance, and is just being a dick. Does he get a car allowance or has he told you that before?

Should have been looking for a new job. If they thought you were manager material so would another company that will be willing to pay you more for it.

Make sure that the allowance is better than the .54 that the goverment allows. Our company give us a $600.00 a month car allowance (which is taxed, so the actual cash that i receive is around $480 ) plus .14 per mile. I drive on average of 3,000 miles per month. I can tell you that I am loosing money every month. It also increased my tax bill at the end of the year by $1300.00

This is the correct answer. Exact same thing happened to me. Was promised a raise and a car allowance when I started my new gig. Got to my new location and they told me they couldn't do it. I made a few calls, and now I'm much better off with a new company. Get what's yours, from whoever you need to get it from.

I've already been leaning toward a new job, but this might be the final nail on the coffin to spur a move on from the current job.

My advice, don't bluff and don't burn any bridges. Both of those can end up getting you burned. Be discreet until you have your new gig sewn up. Then be straight forward, cordial, and give a proper 2 weeks notice. My old company would take me back right now if I called them. Good luck.

You can claim the difference on your taxes.
