probably around 18/foot in the greater BR area plus about 2 to 3 hundred extra for each gate
thats about the going rate
i got a quote for mine to do 190 linear feet for around 4000, i did it myself for about 1500

I think the last rate I remember was $11/ft for pine pickets.
..but that's probably low.

In Covington, 225ft of pine with two 4ft gates is about $4000 installed. I'd guess close to $5000 or more for 300ft if its a reputable company that does it right (3 runners, 4x4 posts, 6x6 gate posts, etc)

Can I just install boards on the back side of my neighbors fence. All of their fences are falling apart.

Its not hard to do it yourself.
Buy a cordless skillsaw and drill if you don't have one. Rent an auger. The worst part will be the loading and unloading of material, especially the concrete. Rent the cement mixer too if you want.
I'd say hire someone to do the gates. Most people that DIY it will suck at putting up the gate.
I put up my picket fence, about 300 feet worth for right at $1000.
Take your time with your corner posts the most, then make sure all your posts make a good line, make sure you pay attention to the grade of the yard and get the height right for that first board you put. After that a 10 year old could finish it.

For people who have had this done, how long would it take 3 guys who know what they're doing to do 200 feet of fence?

That should be about a half day's work, in my opinion.
