How much of the flooding can be attributed to irresponsible development?

I'm not that familiar with the BR area but I know in TX during our recent floods several areas flooded following some shady development of large suburban areas adversely impacting natural floodways.

It's more to do with an unprecedented rain event than anything to do with poor planning.
When you have phrases like "1,000 year rain event" it's pretty difficult to plan for that.

How can they really know if it flooded there 1000 years ago when the country is only a couple hundred years old?

I am sure you could say this about localized flooding that may have happen in certain area in the past. Doesn't apply with this one. No amount of planning can prepare for that amount of rain in such a short period of time. This was a act of God event, no other way to describe it.

Those only flooded because of "flash" flooding may have an argument.
But those flooded because of backwater flooding from the rivers hitting record levels, development had nothing to do with that.

That term is actually inaccurate. The amount of rain it takes to achieve a 100 year flood event has a 1 percent chance of occurring in a year. Parts of the Baton Rouge area received so much rain that the odds of it occurring were 0.1 percent chance of it occurring in a year. In rough terms, that is a "1,000-year" flood.

It's a huge problem. I do a lot of stormwater work.. end result is that unchecked development puts money in builders pockets short term and takes money out of taxpayers pockets long-term.
Especially when the developer is a redneck and refuses to use 'Green infrastructure'

If it was a huge problem, it would take a lot less to flood these homes.

He didn't articulate it well, but his point is still solid. Baton Rouge has experienced 2 "500-year" floods in 33 years. I understand a 500-year flood just means a flood with a .2% chance of occurring in a given year, and I know they base it off a database to determine the likelihood, but it is plausible that they're wrong. They will get better with time, but it doesn't take much effort to think of other scenarios where this could occur, particularly in a state that borders the Gulf of Mexico.
I'm fully aware of how statistics work and that multiple 500-year level events could occur within a 30-40 year period, but at some point you have to consider that the database is imperfect and the probabilities are wrong.

They probably can't. I saw data on TV yesterday that "said" it was a once in a hundred years event. they did not mean it happened 100 years ago.
there are marks on the cliffs overlooking the ocean in Oregon. they can tell that a few hundred years ago, a tsunami hit the Oregon coast 300 feet above current sea level.
