10k or so population, we have 2. In the town next door with a population of about 3500, they have 2 also.

The food can be otherwise solid but I won't enjoy it if the rice and beans are too bland to taste and the tortillas are not warm. That is not okay.

The service can be bad, the drinks can be too expensive.....but warm tortillias and good beans and rice are bare minimum requirements to even been considered an acceptable mexican restaurant.
