It was. Personally, I don't like it and I'd like it changed. Maybe go back to the original flag.
They have actually proposed gorgeous alternatives that I would support.

I dont think so but they could use it as a reason to cut funding to the state. Thats usually the prototypical response to anything deemed insensitive or racist. Money is the tool of control.

THere was a vote in the 90s and it was overwhelming in favor of keeping the flag.
What was amazing was the lethargic turnout among black voters.
Of course, one little trick was creating a special election for the flag vote so it was the only thing on the ballot. They had elections later that year and could have saved the money but then that would have meant higher turnout.

I'm just glad the Louisiana flag isn't as rednecky as these other southern state's flags. It makes it a little more stomachable.
