I remember years ago, there was a guy on the side of the road with a sign saying he would work for food. This pickup with some good old boys pulled up and put him in the back of the truck to take him to do some work. You should have seen the horror in his face. So funny.

They have some in mid city New Orleans that are down right aggressive

It could be solved, if they wanted it to be solved. Like most things.
But there is no political will.
Every panhandling corner is awash in litter and filth. Arrest them for littering. Toss the homeless shelters everyday for drugs. Make it easier to be a panhandler in another town.
They are like ant piles. You can't get rid of them, but you can push them to your neighbor's yard.
