I’ve done it on numerous occasions to frickboys there to flex in the mirror.
It’s one thing to take a quick break, and it’s a complete other to be updating your Tinder profile while people are waiting. If someone is being a douche about the equipment, they’re going to get called the frick out. You sound unfamiliar with gym etiquette, baw.

It's quite normal and reasonable to take 2-3 minutes to rest between heavy sets. Can you tell me more about your tabata circuits though?

Nah, 1 minute to 1.5 max. That’s my opinion though. 2-3 minutes is fine as long as you’re Logging notes, stretching, drinking water, catching breath, focusing on the next lift, etc...
But playing on your phone for 3 minutes in between sets is just being a dick. That’s douche status stuff

So people need to spend their 3 minutes in the manner that you want them to?
What if they're surfing through their playlist to find a good song to get in the zone for the next set?
Is running to the water fountain ok?
What if they are a novice lifter that is watching a video of a lift to ensure they have proper technique so they don't hurt themselves?

Mrs. Midnight likes to circuit on the machines, so she's always running into problems - she doesn't dawdle between sets - just long enough to adjust/change the weight. Folks come in and hold down the machine while fricking around on their phones and it pisses her off.
Me? I'm old school - I put my towel down on the machine or station I'm working. I do my warm up set, then 5 sets with a strict 1-minute break until I'm done with that station and then I move on.

I like to hit other body parts, like calves, abs, or traps. Smaller body parts I can knock out without having to dedicate a "time". Plus it intensifies work out

Back on topic though. Most people working out in a normal gym and not intermediate and up lifters. 85-90% are untrained or novice when it comes to barbell weights. Nobody cares if you take 5 minutes between sets using dumbbells or on a machine. Barbell stations are at a premium though, as most gyms do not like to have enough of them.
There was a woman in the squat rack yesterday morning. She did probably 10 sets of empty bar squats taking at least 3-5 minutes in between talking to her coach.
